Cook penne in a large pot of salted boiling water according to package directions until al dente. Drain and set aside.

In a large skillet over medium heat, sauté chopped onion and minced garlic until fragrant and softened, about 3 minutes. Add shrimp and cook until pink and just cooked through, approximately 3-5 minutes.

Pour in tomato sauce and vegetable broth. Simmer over medium heat for 5 minutes to allow flavors to meld. Reduce heat to low, stir in heavy cream, then fold in cooked pasta until well coated and heated through.
