Bring a large pot of salted water to a boil. Add whole wheat penne and cook until al dente according to package instructions. Drain and set aside.

In a large skillet over medium-high heat, brown the lean ground beef with minced garlic. Stir frequently and cook until the beef is no longer pink. Drain excess fat from the pan.

Add tomato sauce and fresh spinach to the browned beef. Stir and cook for 2-3 minutes until the spinach wilts and the sauce is heated through.

Add the cooked pasta and grated Parmesan cheese to the skillet. Toss everything together until well combined. Serve immediately.
