Bring a large pot of salted water to a boil. Add penne and cook until al dente. Drain and set aside.

In a large skillet over medium-high heat, cook ground beef and chopped onion until the meat is well browned. Drain excess fat.

Add tomato sauce and dried oregano to the skillet. Mix well and simmer for 5 minutes to allow flavors to blend.

Reduce heat to low. Stir in heavy cream, then add the cooked pasta. Toss thoroughly to coat with sauce. Heat through before serving.
