Bring a large pot of salted water to a boil. Add the whole wheat penne and cook according to package instructions until al dente. Drain and set aside.

Heat a skillet over medium-high heat. Add lean ground beef and minced garlic. Cook until beef is browned and fully cooked, breaking it up with a spatula. Drain excess fat if necessary.

Reduce heat to medium. Stir in tomato sauce and fresh spinach. Cook until spinach is wilted and sauce is heated through, about 3 to 4 minutes.

Add drained pasta and grated Parmesan to the skillet. Toss to combine until well-coated. Serve hot.
